Former Caribbean Leaders Urge UN Vote to End U.S. Embargo on Cuba

Eight former Caribbean heads of government, including former Belize Prime Minister Said Musa, have signed an open letter urging all nations to vote in favour of a United Nations resolution calling for an end to the United States embargo on Cuba.

The UN General Assembly (UNGA) is set to consider the resolution on October 28, 2026. The letter is addressed to “all nations of the world” and signed by former leaders of the Caribbean Community (CARICOM).

The letter says the UNGA has adopted a resolution on the subject by an overwhelming majority every year since 1992 and that the United States has ignored the international community’s voice. It calls the embargo “contrary to international law and every civilised precept of life and living.”

The signatories say this year’s vote is “more urgent and important than ever before”. They say that in recent months the U.S. government has stepped up the embargo by imposing third-party sanctions on any government or entity that grants, sells or transports energy products, including gasoline and diesel, to Cuba. The letter says the aim is “to starve the Cuban people into submission” and calls the conduct “inhumane”.

The letter also says the embargo threatens hemispheric and international peace and security, violates Cuba’s sovereignty, and denies the Cuban people basic human rights. It describes the U.S. actions as “the law of the jungle” and says they cannot be justified under the UN Charter or international law. It says the pressure the United States is putting on countries to defeat the resolution “must be resisted”.

“Let us all be reminded that Cuba is not a threat to any nation or any person on planet Earth!” the letter says. It closes: “Let us all stand with Cuba and humanity on this matter!”
