Two Belizeans Named Ocean Heroes

Two Belizeans have been recognized for their love of the sea and their fight to protect it. On December 4, 2025, Oceana honored Jose “Elito” Arceo of San Pedro and Dennis Garbutt of Punta Gorda as the newest Ocean Heroes.

Elito Arceo, co-owner of SEAduced, played a key role in expanding the Hol Chan Marine Reserve and has spoken out against destructive coastal development, mangrove deforestation, and offshore oil exploration. “I’m just doing something that I have loved for many years, and I will keep doing it. My love for the sea, my love for the ocean, and of course, my love for my island and country,” he said.

Dennis Garbutt has been equally influential, helping secure legislation in 2008, which gave full protection to bonefish, tarpon, and permit, while also pushing for the creation of the Port Honduras Marine Reserve and the ban on gillnets. Known internationally among fly fishermen, Garbutt explained, “The journey that led me to my passion and work today is life. I love the sea. I love what it takes being out there and advocating for it.”

Since 2009, Oceana has honored Belizeans who show courage and commitment in protecting the country’s marine ecosystems.

Oceana’s Vice President Janelle Chanona shared why the Ocean Hero Awards matter, stating, “It is a privilege to honor the character and moral courage of our fellow Belizeans. Even in the face of personal risk or potential backlash, our Oceana Heroes choose to act.”
