“House rentals is something we have been looking at, how we can do it, at least for low-cost house rentals and we brought that a few times where some unscrupulous owners of these small one room that they rent that they would cut off the water and lights. We need to find a way how we can find a balance because at the same time these people need to collect their rent. They made an investment and it is expected. And if you make it too easy some people will not pay rent. So it is a fine line we have to walk.”
The goal is to find balance, not lay blame.
