DOE Grants Conditional Environmental Clearance for Port of Belize Expansion Project
The Department of the Environment (DOE) has granted environmental clearance, with strict conditions, for the proposed cargo expansion and cruise port development project by Port of Belize Ltd. in the Port Loyola area of the Belize District.
The DOE stated that the National Environmental Appraisal Committee (NEAC) met on April 2 to review the project’s Environmental Impact Assessment (EIA). After examining the report and considering public concerns, the committee recommended that environmental clearance be granted, subject to strict environmental and social safeguards. The DOE accepted those recommendations and has informed the developer of its decision.
Among the key issues raised were the potential environmental impacts associated with dredging the access channel and turning basin. The NEAC recommended proper containment of suspended materials during dredging, installation of an adequate dewatering system, and appropriate handling of dredged materials based on classification.
The committee also highlighted potential impacts to water, land, and air quality during both the construction and operational phases of the project. Regarding the proposed mangrove island as a dredge disposal option, the NEAC called for sound engineering and safety standards, along with long-term monitoring of mangrove and littoral forest growth.
In addition to environmental safeguards, the committee said socially beneficial conditions aimed at improving the well-being of nearby communities. These include traffic management, flood mitigation measures, job creation, entrepreneurship opportunities, and the establishment of a grievance mechanism.
The DOE noted that an Environmental Compliance Plan will be prepared and signed with the developer to mitigate adverse impacts. It also stated that the 2026 EIA report varied significantly from previous submissions and that the project was recommended for approval by a majority of NEAC members.
