There’s a new vibe at the New Beginnings Youth Development Centre.

The Government of Belize has teamed up with the United Nations Development Programme to launch a game-changing initiative aimed at flipping the script on how the country supports vulnerable youth.

The project, “Strengthening Youth Governance and Institutional Resilience for Peacebuilding in Belize”, may sound technical, but the mission is simple: move from detention to direction, from punishment to possibility.

Minister of Human Development Thea Garcia-Ramirez said this is about building systems that actually work for young people, especially those in state care or in trouble with the law.

At the heart of it all is the transformation of the New Beginnings facility itself. The facility is being transformed from a lock-up model to one rooted in rehabilitation and reintegration. In short: helping young people get back on track, not stuck in a cycle.

With BZD $100,000 in catalytic funding from UNDP, the initiative will roll out stronger case management, personalised transition and aftercare plans, trauma-informed training for staff, expanded counselling support, and tighter safeguards to protect residents.

UNDP’s Amilin Mendez summed it up as building systems that don’t just manage youth, but believe in them.

The programme also ties into Belize’s broader justice reform push under the PACE Justice Programme, which favors diversion and rehabilitation over harsh penalties for young offenders.
