Embassy Warning Meets SOE Enforcement: Safety or Overreach?
Heightened alert tonight, after the U.S. Embassy warns its citizens to stay vigilant following the state of emergency in Belize City and parts of the Belize District. Americans are being told to check in with loved ones and keep close watch on developments. Meanwhile, Police Commissioner Doctor Richard Rosado says enforcement will be precise and intelligence led. But as security tightens, a key question is emerging, how will authorities ensure those expanded powers aren’t abused?

“We had our initial discussion with my commanders and deputy and legal advisor to discuss how we will implement that. And, Mr. Jone’s office will issue a guidance in terms of which unit specifically will be tasked to enforce the state of emergency regulation and that is the GI3 specifically. Sot he regular unit or the uniformed units will not be directly engaged in the state of emergency.”

“As in the past you will always hear that as possible complaint and as the commissioner indicated one unit specifically will be dealing with that. So that lessens the, maybe myself as PC Bart Jones who has a gripe with someone, I will not be able to pick up that person and say under the SOE, because only that particular unit, the GI3 will be dealing with that. The detention orders are signed by the minister and the reason for detention is signed by myself. So if that person brings someone then clearly I would have to have some history in terms of that person’s connection. So that is the check and balance we have in terms of the state of emergency.”
Police Say Top Gang Figures are Now ‘On the Radar’
Are the real power players finally in the net? That’s the question tonight as police push back against criticism that SOEs only target foot soldiers while gang leaders slip through. ComPol Rosado says this time is different, leaders are on the radar. And Deputy Commissioner Bart Jones adds, even if they try to run, officers have the authority to track them down and detain them beyond emergency zones.

“I believe what we are doing now, if you notice, it is referred to as a limited state of emergency because it is targeted, transparent and accountable and we have the necessary mechanism in place to ensure that those individuals placed under the state of emergency go through a necessary vetting process. So we have a more accountable process.”

“So can’t you say whether the leaders of the gangs are going up under this SOE?”

“Yes, I can confirm that. In fact, not only our the leaders. This SOE basically is not only for the shooters, but also the influencers and the leaders. So while it is limited it is targeted.”

“There is provision in the regulation for where a person who would normally reside in the area and then goes outside the declared area can be detained if the information is that person is to be detained, can be detained if he has moved out of that area. Once we can show from intelligence that he is ordinarily a resident in one of the declared areas. 14:5The regulation has a provision that speaks to minors being unaccompanied minors between eight p.m. and six pm. the following morning. That we will try to enforce to ensure not to detain but to ensure minors are not wondering in the declared areas.”
