Briceño Pulls Plug on 13th Amendment, Gun Court Still in Play

As we previously reported, the Thirteenth Amendment is officially off the table. Following nationwide consultations, the Briceño administration has opted not to proceed with the constitutional change as a strategy to combat crime. However, questions remain about whether certain elements of the proposal, such as the establishment of a Gun Court, might still be introduced through regular legislation. That matter is still under discussion, and according to Attorney General Sylvestre, the final decision rests with parliament.

“The ministry of Home Affairs and AG’s ministry we are consulting and considering this matter. So a final product has not been determined as yet as it relates to what will be the next step and whether that will be an amendment to the criminal code or the crime control and Criminal Justice Act. We have not decided that as yet. But until we have made a firm decision I would prefer not to comment any further. But suffice to say the 13th Amendment or parts of the 13th Amendment will no longer be pursued.”

“There are different aspects or parts of the 13th Amendment. But that is that decision that will have to be decided by the House Committee and Parliamentarians.”

“So the gun court aspect can be dealt with using regular law.”

“Those are things that have to be finalized and will ultimately be put to the Belizean public again.”
