Belize is preparing to introduce sweeping legislation to regulate tobacco use, packaging, and advertising for the first time in its history.

The new bill, endorsed by Cabinet, will cover both traditional and novel tobacco products. It aims to reduce tobacco-related harm through measures such as strict packaging and labeling rules, bans on advertising and promotion, restrictions on smoking in public spaces, and special protections for youth and vulnerable populations.

Health officials have long advocated for such regulation. The proposed bill is also designed to bring Belize in line with international public health standards.

Earlier this year, Belize joined global observance of World No Tobacco Day with a national forum hosted by the Ministry of Health and Wellness under the theme “Protecting children from tobacco industry interference.”

Health officials raised concerns over growing tobacco use among Belizean youths aged 13 to 15, where prevalence stands at 13%, higher than the regional average of 9%. Dr. Karen Bell of PAHO noted that cigarette smoking alone accounts for nearly 8% of that group.

Speakers stressed the need for stronger measures, including higher taxes and customs duties on tobacco products, which have proven effective in reducing demand.

Dr. Mellisa Diaz Musa, Director of Public Health and Wellness, said the bill aims to regulate both traditional and new products such as e-cigarettes, hookahs, and heated tobacco, while addressing health impacts like cancer, strokes, and chronic respiratory disease.

Esner Vellos, Director of the National Drug Abuse and Control Council, warned that new tobacco products, though marketed as “cool,” are equally harmful. He explained that even first-time use triggers harmful effects and long-term damage to the lungs.
