Was this a retaliation for that shooting which happened on the morning of Monday December twenty-ninth.”

ASP Stacy Smith

“The investigation is ongoing. What I was saying is that incident is being explored as one that is connected to this one. We have certainly regarded this shooting as a gang related incident. The reason why we believe it is gang related is because of the area it occurred and because as you stated it is a vehicle that is tied to a gang that operates in that area. I will also say that Mr. Arthurs, at the time of his demise was before the court, had a matter before the court as it relates to being the member of a gang. And, he had also been convicted in the past for possession of prohibited firearm.”
