Portico Threatens Lawsuit Over Port of Belize Expansion

Portico Enterprises Limited is threatening legal action to overturn environmental clearance granted to the Port of Belize Limited for its cargo expansion and cruise port development in Port Loyola. In a pre-action letter dated September third, Portico asks the Department of the Environment to reconsider the approval and release the records used to make its decision. The company argues that the project’s environmental assessment failed to fully address dredging, contaminated sediment, water quality, public health, marine life and possible effects on the Belize Barrier Reef Reserve System. These claims have not yet been tested in court. Portico also questions whether public consultation was meaningful and alleges that key environmental safeguards were postponed until after approval. It further challenges a reported reduction in annual environmental monitoring fees and raises concerns about possible institutional conflicts because the government owns the Port of Belize. The company wants the department and the Port of Belize to pause major dredging, construction and reclamation works while the dispute is addressed. It has given the department seven days to acknowledge the letter and fourteen days after that to provide a full response. If the matter remains unresolved, Portico says it may file for judicial review by September twenty-second and ask the court to quash the clearance and stop major works from proceeding.
