100+ Leaked Invoices Show $1.5 Million Paid to FAST

Newly leaked Smart Stream invoices show that more than $1.5 million in government payments were made to F.A.S.T. Construction and Road Development Limited, a company whose senior project manager is listed as Keith Mira, brother of Oscar Mira.

The documents, reviewed by News Five, reveal a payment pattern similar to that seen in invoices linked to other members of the Mira family. Of the 114 invoices examined between 2021 and 2025, only 10 were for amounts exceeding $10,000. The remaining 104 were all below that threshold.

Notably, these are leaked records and do not represent the full number of payments made to the company

The records also show that on December 14, 2021, the Prime Minister’s Office made a payment of nearly $29,000 to Fast Construction, though the invoice reviewed did not specify what work was performed. Three days later, another payout of $19,687 was attached to invoice number PMBZ-CDF.

While the majority of payments were made by the Ministry of Defence (MOD), a few instances show the Ministry of Infrastructure Development and Housing (MIDH) and the Ministry of Economic Transformation (MET) issuing payments as well. Those invoices notably exceeded the $10,000 mark and would have required Treasury oversight.

Of the 10 leaked pages reviewed, the largest single payout came in March 2021, when 18 invoices were issued. Sixteen of those were paid on the same day, March 4th, one day after the PUP won the municipal elections by a landslide. The remaining two payments were made on March 2nd and 12th, both for amounts above $20,000. The 16 invoices paid on March 4th totalled almost $147k all to MOD.

The second instance of a large cluster of invoices made out to Fast Construction came in February 2023, when 17 invoices, all dated February 7th and each below the $10,000 threshold, totalled $157k.
