Cayo North Voters List Under Fire: 147 Names Challenged

A total of 147 voters on the Cayo North electoral list are being challenged.

A Revising Officer will hear the case on November 11 at 9:00 a.m. at the Magistrate Court Building in San Ignacio Town.

Five people filed the objections. Angel Reuben Chan is behind 77 of them, Francis Eddy Contreras 23, Bernz Mendez 17, Floyd Lemus Jr. 16 and Iliana Moreno 14. Three different grounds run through them.

The largest group, Chan’s 77 objections, rests on a written judgment of October 9, 2024. The notice says it came from Magistrate Kara K. Walters, sitting as District Revising Officer for the Cayo Judicial District. During that case, counsel for the defendants, Leroy Banner, asked the court orally to refer the matter to the Supreme Court as a “Case Stated.” The magistrate granted that and told Banner to put his submissions in writing. Chan’s objections say the names were entered on the Cayo North list despite the written judgment, and ask for them to be removed.

Contreras’s 23 objections point to a memorandum Walters sent the Registrar General on December 6, 2024. The notice says she found the people had been registered improperly and ordered their names struck off the list.

The other 47, filed by Mendez, Lemus and Moreno, are about residency. Each says the person has never lived at the address they’re registered under.
